The Federal Motor Carrier Safety Administration (FMCSA) has established clear standards to ensure that every commercial driver can communicate effectively in emergency situations, interact appropriately with law enforcement and understand the road signs that keep our highways safe. What Are The Federal Communication Standards for Commercial Drivers? 

Under 49 CFR § 391.11(b)(2), the FMCSA requires that commercial motor vehicle drivers be able to read and speak English sufficiently to perform specific safety-critical tasks.

What the Regulation Requires

Federal regulations mandate that commercial drivers must be able to:

  • Converse with the general public
  • Understand highway traffic signs and signals in English
  • Respond to official inquiries from law enforcement and regulatory officials
  • Make legible entries on reports and records

When a driver encounters an emergency, receives instructions from emergency personnel, or needs to interpret a warning sign quickly, clear communication can mean the difference between a safe outcome and a catastrophic one.

Why These Standards Matter

Consider these real-world scenarios: A driver who cannot understand a “Bridge Out Ahead” sign may continue down a dangerous route or a driver who cannot effectively communicate with emergency responders at an accident scene may delay critical medical care. These regulations recognize that commercial drivers operate vehicles weighing up to 80,000 pounds and share the road with families and commuters.

Before We Extend an Offer

Our recruitment process begins with initial conversations. Each recruiter conducts in-depth phone or face-to-face discussions with candidates to assess not only their qualifications on paper, but their ability to communicate clearly about safety procedures and job expectations. If a candidate cannot effectively discuss these critical topics during recruitment, they won’t move forward in our process.

Comprehensive Orientation and Road Test

Once we’ve identified candidates, our orientation process provides 12-16 hours of intensive evaluation over two days. New drivers interact with multiple members of the Classic team as we share the information they need to start their new position.

A critical component of this orientation is a full pre-trip inspection and lengthy road test conducted by our safety director. During this evaluation, the driver and safety director cover:

  • Traffic and safety devices and signage
  • Over 100 major components on the truck and trailer
  • Truck operation and safety

Throughout this process, our safety director assesses whether the driver can not only perform the technical aspects of the job but also communicate them clearly in emergency situations.
